Quick answer: Yes, Valletta is close enough to explore from the cruise port without an excursion, but “walkable” does not mean flat. The waterfront sits below the city, so heat, steps and steep gradients can make the short distance feel harder.
The important issue is height
From the harbour you can see the fortified city directly above you. Routes into central Valletta involve climbing or using the public lift near Upper Barrakka. Check the current lift operation and local signage when you arrive because access arrangements can change.
Who may find it difficult
People with limited mobility, pushchairs, heat sensitivity or breathing difficulties should plan the ascent rather than assuming distance is the only factor. Malta’s pale stone also reflects heat. Carry water and avoid scheduling the steepest walking for the middle of a very hot day.
When a taxi or excursion is worthwhile
Use transport if you want to see Mdina or several distant sites, if the weather is extreme, or if walking would use most of your energy before the sightseeing begins. Agree taxi terms clearly and allow extra return time when ships are sharing the port.
Our practical verdict
We would happily explore Valletta independently again. The compact centre and immediate historic atmosphere are major advantages, but we would never describe it as effortless for every visitor. The route is simple; the climb is the bit to plan.
